What is a housing violation?

The City Attorney's Housing Enforcement Unit is a specialized government unit charged with enforcing codes as they relate to residential buildings. Pursuant to the Los Angeles Municipal Code, a tenant or occupant of a rental property (house, apartment, condominium or duplex) may report a landlord who is in violation of local and state housing ordinances and laws. After receiving the report or complaint, the following agencies, acting independently or in concert, will investigate the incident(s) and refer the case to the City Attorney's office for criminal prosecution, if necessary:

Los Angeles Housing Department (LAHD): The Code Enforcement Division of the LAHD is tasked with identifying landlords and apartment complex owners believed to have violated housing codes. The LAHD inspects rental properties in Los Angeles which contain more than one dwelling unit. These include apartment buildings, duplexes or more-than-one-single-family dwellings on a property.

Department of Building and Safety: is responsible for investigating code violations on existing commercial buildings, hotels, motels and single family residential buildings. The Department ensures that building permits are valid. It checks to see that the number of units on a commercial or residential property are properly permitted. It inspects stairways, balconies, fire doors, windows and other structures on the property to ensure compliance with safety codes and permitting laws.

Los Angeles City Fire Department is tasked with ensuring compliance with the Los Angeles Fire Code. The LAFD investigates alleged fire hazards; such as the unsafe storage of flammable and combustible liquids and gases; obstructed exits and passageways needed in the event of emergency evacuation in the event of a fire; improperly grounded electrical equipment, lighting, etc., inaccessibility to fire department trucks and equipment from roads and streets; and other violations of the Fire Code.

County Department of Health: is in charge of investigating the presence of vermin and rodent infestations. This Department enforces the cleanliness, sanitation and proper plumbing of commercial and residential properties.
